Translating Complexity into Clarity: A Conversation with Emily Bogus, EdD

As part of HELP’s Behind the Curtain series, we’re spotlighting the experts and rigorous research that make The Bookmark a trusted licensure resource.

Director of Educator Preparation Licensure, Higher Education Licensure Pros

When institutions need clear answers in the most intricate corner of professional licensure - educator preparation - they turn to Emily Bogus, EdD. With more than 15 years in education compliance and a career that began inside one of the nation’s largest online universities, Emily has guided teams through the full spectrum of teacher licensure regulations, state interpretations, and agency expectations.

A former licensure specialist and compliance leader at Western Governors University (WGU), Emily knows exactly how policies translate (or don’t) into real-world program design, disclosures, and approvals.

She brings that practitioner’s lens to HELP, where she now leads educator preparation licensure and helps Bookmark members navigate questions that defy simple checklists.

“Licensure isn’t black-and-white,” Emily says. “Language and interpretation matter - and relationships with agencies matter. The answer depends on how rules are read and applied to your program.”

A Background Built for the Work

Emily’s path reflects both breadth and depth; she earned her BS in Anthropology and BA in Art History (University of Utah), an MBA (University of Anaheim), and a terminal degree in leadership, an EdD from Southern Wesleyan University. She pairs that academic range with long experience in the teacher preparation space, widely regarded as one of the most complex and highly regulated licensure areas.

At HELP, Emily:

  • Leads educator-prep content and strategy within The Bookmark,

  • Advises institutions on state-by-state applicability and interpretation, and

  • Coaches teams on building durable, student-centered compliance systems.

What surprises people about licensure?

It’s not a checklist. Emily emphasizes that success depends on precise reading, correct framing of questions, and proactive outreach.

“I love when someone says, ‘I called three agencies and got four different answers.’ Often the real issue is the question itself. If you ask it three different ways, you’ll get three different interpretations. My job is to translate  and clarify what you’re really asking so you can get the answer you actually need.”

For Teams Early in their Compliance Journey

Emily’s first move is to listen, to the structure of the program, its goals, and its current processes.

“You can’t do this alone. Start with a solid foundation and the right tools. The Bookmark gives teams a reliable starting point so they can lay their program next to verified requirements and see where to dig in.”

Her north star: document everything – not just the decision, but also the reasoning.

“If you don’t capture why you concluded ‘yes’ or ‘no,’ you’ll have to re-solve the same problem when something changes. In The Bookmark, we don’t just say ‘meets requirements.’ We add the rationale that got us there.”

To stay ahead and informed, Emily tracks state agency newsletters, board meetings, and maintains strong peer networks across the field. That mix - official updates plus professional relationships - helps surface shifts early and clarify interpretation quickly.

Why HELP Stands Out

Two differentiators come up again and again in Emily’s work with members:

The Bookmark’s scope and rigor.
It’s the only tool in the market that compiles licensure requirements for all U.S. states and territories - organized by state and program for 80+ licensure types - curated by a team of legal researchers and verified by experts like Emily.

A culture of transparency and help-first collaboration.
“We’re human. If we see a discrepancy, we say so and fix it. And if someone asks a question we can answer, we help. That trust is how the work moves faster for everyone.”

What Keeps Emily Motivated

For Emily, the impact is personal and immediate:

“On a one-to-one level, I love the moment when the fog lifts and a team gets it. At scale, it’s knowing that strong programs produce qualified teachers, which means students in classrooms get what they deserve. That’s why I do this.”
