Custom Research

Need a deeper dive into a specific profession, state, or regulatory issue? We conduct customized licensure research to answer institution-specific questions and support strategic decision-making.

Multi-State Expansion Analysis

Our team conducted a comprehensive state-by-state licensure analysis for a university planning to expand its educator preparation programs into additional states. For each target state, we evaluated three potential pathways to licensure – Approved Program, Direct Licensure, and Reciprocity – and identified the candidate eligibility requirements and institutional responsibilities associated with each, including program approval, reporting obligations, and ongoing compliance requirements. We concluded the project with state-specific recommendations identifying the most viable licensure pathway(s) for each jurisdiction, helping the institution balance administrative complexity, candidate accessibility, and long-term program sustainability.

50-State Reciprocity Review

Our team completed a 50-state reciprocity analysis for a community college to determine how graduates of its alternative teacher licensure program would be evaluated for licensure in each state. The analysis identified which jurisdictions fully recognize the program for licensure, which require additional steps – such as content examinations, supplemental coursework, or other conditions – and which do not recognize the pathway. The resulting report supported the institution’s federal professional licensure disclosure obligations while providing prospective and current students with clear, accurate guidance about their licensure options nationwide.

Curriculum Analysis

Understanding a state’s educational requirements is one thing. Determining whether your curriculum meets those requirements is another. We help institutions create sustainable processes for program comparison and provide frameworks to guide conversations with faculty and subject matter experts.

Equipping Programs to Engage

Working with the distance education staff at a large public university, we created a series of virtual sessions for different licensure program directors and faculty. During the sessions, HELP walked through why this work is so important to the institution and students, how to use the information in The Bookmark to complete a program comparison, what licensing boards typically look for from out-of-state program graduates, examples of educational requirements for various states, and answered questions. Program directors and faculty left the sessions better equipped to complete the curriculum analysis required for their programs. 

Licensure Disclosures

Professional licensure disclosure requirements continue to evolve, and clear communication with prospective and current students is critical. We help institutions develop processes and messaging that accurately communicate whether programs meet licensure requirements in students’ intended states.

Strengthening Student Outcomes

We completed a full review of a private liberal arts college’s public disclosures, catalog, and website to ensure that all licensure programs have been identified, marketing/advertising is clear, and disclosures not only meet minimal Title IV and SARA Policy 5.2 requirements, but also provide prospective students with the licensure information they need to know.

Process Development

Strong compliance isn’t built on one person remembering to check for updates. We help institutions create sustainable processes for monitoring regulatory changes, maintaining documentation, and supporting ongoing compliance efforts.

Finding the Right Mix of Manual and Automation

Working with a midwestern community college, we helped develop a process to identify prospective students located in another state prior to enrollment, flag those that needed to receive a direct disclosure, and communicate with those located in “does not meet” states that might qualify for a written attestation exception. The process includes both manual and automated components, with a plan to automate more of the reporting and communication as out-of-state enrollments grow. 

Training and Education

Professional licensure compliance involves faculty, compliance professionals, enrollment teams, leadership, and many others. We offer virtual and in-person training on various licensure compliance topics including Title IV, SARA Policy 5.2, Prison Pell Education Programs, Veterans Affairs, and licensure compacts.

Statewide Meeting

We presented a 1.5-hour in-person workshop to all SARA-participating institutions in Oklahoma. Participants rated the session 100% for engagement, interaction, and relevance, and everyone indicated they would come to another HELP presentation. Three words that participants used to describe the session: informative, enjoyable, and excellent.
